The National Cyber Security Agency Launches the National Incident Management Framework

Under the patronage of His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, the National Cyber Security Agency has officially launched the National Incident Management Framework. The event was attended by distinguished and senior officials. The National Incident Management Framework is designed to enhance Qatar’s preparedness in mitigating the immediate consequences of cyber incidents with national implications. It offers a systematic approach and comprehensive guidelines for addressing cyber incidents, emphasizing coordination among decision makers and various participating entities. In his speech, His Excellency Eng. Abdulrahman bin Ali Al Farahid Al Malki, President of the National Cyber Security Agency highlighted that the framework aims to address emerging challenges by developing a coordinated approach to managing cyber incidents of national significance. He emphasized that this initiative is vital for strengthening the State of Qatar’s capacity to effectively respond to cyber threats. “The National Cyber Security Agency has crafted this framework in alignment with international best practices for cybersecurity governance, ensuring the cooperation of state entities in managing various types of cyber incidents whether technical, operational, or security related. This approach safeguards the nation’s assets and ensures the continuity of its operations,” said H.E. Al Malki. He further noted that implementing the National Incident Management Framework is a collective responsibility, necessitating the concerted efforts of all state entities alongside the National Cyber Security Agency. This collaboration is essential to protect cyberspace, support sustainable national development, and position Qatar as a leader in cybersecurity both regionally and globally. During the event, Mr. Majed Al Sulaiti, Director of Cyber Incident Response and Recovery Department at the National Cyber Security Agency, presented an overview of the framework’s seven key components: Command and Control, Detection and Monitoring, Investigation, National Strategic Response, Recovery and Restoration of Systems, Regulations, Standards, Compliance, Partnerships and National Incident Review. He also outlined the five practical stages of the framework: • Stage One: Notification & Categorization • Stage Two: Incident Initiation • Stage Three: Response & Investigation • Stage Four: Remediation & Recovery • Stage Five: Closure and Review The inauguration included three panel discussions: “Cyber Incidents and the Role of Law Enforcement”, “The Significance of Computer Emergency Response Teams (CERTs) in National Cyber Security Incidents” and “Incident and Crisis Management Frameworks.” The National Incident Management Framework provides a comprehensive approach to managing cyber incidents at the national level. It clarifies the roles and responsibilities of partners during nationally impactful cyber incidents, enhances understanding of the National Cyber Security Agency’s approach, facilitates cooperation between law enforcement and the National Cyber Security Agency for cybercrime investigations, ensures a coordinated and effective response, and supports the swift recovery of services post incident. Additionally, it emphasizes the importance of identifying and implementing necessary improvements based on lessons learned.
